Exclusive: IPA, The Tax Institute to explore merger potential in 2026

In a surprise announcement just days before Christmas, the Institute of Public Accountants and The Tax Institute have unveiled they are “exploring” the idea of merging.

The Institute of Public Accountants (IPA) and The Tax Institute (TTI) are exploring a potential relationship which would see the merger of the two bodies.

 With this possibility on the horizon, IPA and TTI said it would involve TTI joining the IPA Group to create a community consisting of more than 60,000 members and students.

In a joint statement, IPA and TTI said the two institutes would engage in detailed discussions and due diligence to assess how a potential integration could best deliver long-term benefits for members over the coming months.

“This exploration reflects our shared commitment to enhancing member value, strengthening our collective voice, and improving efficiency across the accounting and tax professions,” IPA and TTI said.

“Our two organisations share a key guiding principle: that members are at the centre of everything we do. By working together, we aim to create new opportunities for members of both organisations through broader professional resources, stronger advocacy on key policy issues, and an enhanced capacity to support practitioners navigating an increasingly complex regulatory environment.”

The bodies also noted that together they would work to develop an efficient member service model, similar to the approach adopted when the Institute of Financial Accountants became part of the IPA Group in 2015.

This would mean that TTI members would retain their TTI membership and status, as well as TTI remaining an independent legal entity, retaining its own name, brand, councils, committees and professional designations.

 
 

Andrew Conway, IPA CEO, said both IPA and TTI shared the vision to “strengthen the future of the accounting and tax professions”.

“We believe this proposal will deliver an efficient and effective member service model to drive greater support, stronger advocacy and high-quality education,” he said.

“By creating a community of over 60,000 members and students in the IPA Group, we will be stronger and better together. We look forward to discussing the potential benefits of this proposal with our members.”

This was echoed by TTI CEO, Scott Treatt, who said: “The IPA and the Institute are aligned in our shared commitment to enhancing member value, strengthening our collective voice, and improving efficiency across the accounting and tax professions. We’re excited to explore this new relationship with them.”

The two institutes noted that with the upcoming discussion of the proposal, both have committed to keeping the needs of their diverse memberships of accountants, lawyers, SMEs and academics at the centre of discussion.

Extensive member consultation would also be undertaken ahead of any change or decision.
